Resident students with 30 credits or more are permitted to park on campus. Undergraduate Resident students with 29 credits or less are not eligible for parking permits on campus.

All students parking on Montclair State University’s campus as well as the Bloomfield Campus must be registered with a valid parking permit.

Parking On Campus

Resident students with 30 credits or more are permitted to park on campus. Undergraduate Resident students with 29 credits or less are not eligible for parking permits on campus.

Any student with an extenuating circumstance may request a parking exception to acquire a permit that their status would normally not allow them to obtain. 

To request an exception, complete the request form. 

Please note that work purposes are not a valid exception request.

All Montclair State University permits are virtual, meaning they are linked to your license plate number (no hang tags or decals). Make sure your vehicle information is accurate.

Your parking permit will be valid on both the Montclair Campus and the Bloomfield Campus.

Getting Started

Everything a new or current resident needs to know.

Yes. Everyone who parks on campus needs to register their vehicle and obtain a parking permit. The only exceptions are for those who will park only in metered spaces in Lot 19M, pay the hourly rate in the Red Hawk Garage, or pay the daily rate in the NJ Transit Garage.

You can register your vehicle and get your permit online.

All permits are virtual, meaning they are linked to your license plate number (no hangtags or decals!). So, make sure your vehicle information is accurate.

Permit Type / Price:

Resident Permit (Senior/Graduate): $350 no tax

Student Red Hawk Garage: $400 no tax (Available to residents of Freeman Hall and Russ Hall ONLY.)

Residents with less than 30 credits are not eligible to register or park a vehicle on campus due to limited parking capacity.

Resident students who have 30 credits can purchase a NJ Transit permit or RE permit. 

Residents can purchase a permit through our online Portal. Permits become available for sale on August 1st.

You can have multiple vehicles listed on your permit but only one vehicle can park on campus at a time. 

You can add a vehicle on your account by going to the Parking Services Website, selecting account info, selecting “Manage account”, login, then select “Vehicles” at the top. Add vehicles as needed.

Permit Types for Resident Students

Undergraduate resident students with 29 credits or less are not permitted to park on campus.

Exceptions may be granted for medical needs only. To apply for an exception, please fill out a Parking Exception Request.

Valid August 1 – May 31.

  • Available to Resident students with 30 to 89 credits.

NJ Transit permit holders must park in designated commuter surface lots, including CarParcDiEM, through August 26. Beginning August 27, NJ Transit permit holders may park in the NJ Transit Garage in accordance with all applicable parking regulations and permit requirements.

Allows parking in the following areas:

NJ Transit Parking Garage with no time restrictions.

Commuter Surface Lots (Yellow) including CarParc Diem during the following hours:

  • Every Day: 4:00 PM – 8:00 AM
  • Weekends: 4:00 PM Thursday – 8:00 AM Monday

Lots 4 & 5 during the following hours:

  • Weekends: 4:00 PM Friday – 11:59 PM Sunday

NJ Transit uses License Plate Recognition (LPR) technology to manage parking access.

Metropolis IO Parking System:

  • Metropolis IO, an independent parking management system, enforces and manages the NJ Transit Parking Garage.
  • Citations or charges from the NJ Transit deck must be adjudicated through the NJ Transit parking management company, currently Metropolis.

After purchasing your NJ Transit Permit via the Montclair State Parking Portal, you will receive instructions on updating your Metropolis account information.

Adding your vehicle information to the Metropolis IO parking software is essential. Only accounts with updated vehicle information will have entry and exit access to the NJ Transit Parking Garage using the NJ Transit Parking Permit.

Dual System Updates Required:

  • To ensure uninterrupted parking at both the NJ Transit Parking Garage and campus parking facilities, it is mandatory to update your vehicle information in both systems. This compliance ensures proper parking privileges under university parking regulations.

All permit options, including NJ Transit or Red Hawk Deck permit, have time restrictions. 

There are other parking options available to those to park on campus. During those time restricted hours, students can utilize one of the following Pay by hour options:

Please Note: There are 15 minute drop-off parking spaces located by residential buildings. This is a courtesy to the university community to avoid unnecessary parking in fire zones. Please adhere to the 15 minute time limit as they are strictly enforced.

Anyone that has been issued a state-issued hang tag or license plate through their local municipality/township may park in any accessible parking space in any lot or deck on campus. 

A parking permit or payment using PaybyPhone® is required along with the accessible hang tag/plate. 

MSU Parking Services does not issue accessible parking permits.

General parking near the core of campus, including Carparc Diem, tends to fill up the fastest. 

If you are arriving on campus after 9am between Monday - Thursday, the fastest option for getting to class is to park in Lot 45, 60, 61, or 62 and ride our free shuttle to the core of campus. 

Lots 45 and 60 tend to always have an abundant number of available spaces, even during peak times.

Tickets & Violations

Everything related to citations and enforcement.

Tickets (citations) must be paid or appealed online through our Portal. 

Appeals must be made within twenty-one (21) days of the date the ticket is issued.

Parking Services enforces parking regulations all year round to maintain order and to safeguard permit holders’ parking privileges. The department uses citations and fines to communicate and correct behaviors for the benefit of permit holders.

Purchasing a parking permit and adhering to the regulations is the best way to avoid receiving a citation. 

When utilizing PaybyPhone®, make sure all information is entered accurately before walking away from your vehicle.

Anyone who has incurred $150 in parking fines is considered a scofflaw and may be booted and towed after 24 hours.

Parking Services looks at every citation with care and understanding. 

Parking Services also understands that people make a mistake occasionally, and therefore, many (not all) first-time citations are either reduced to a warning or the fine is reduced significantly.

Please note: An appeal is not an automatic dismissal of citation / ticket. 

Pay / Appeal Ticket

Parking fines and fees are collected and deposited to the University General Fund. The general fund is maintained for construction activities and other operations, which include a share of utilities, landscaping, cleaning, signage, maintenance, and repair expenses.


In addition to operating costs, parking expenses include debt service for the parking structures and construction/equipment reserve. These reserve contributions fund future projects and required equipment purchases. Routine maintenance and periodic large-scale overhaul projects such as paving are required to keep our facilities safe and functioning properly.
