Parking Terms & Conditions

Parking reserved for persons with disabilities ensures safe and equal access to the University’s services. The University prohibits parking in spaces reserved for persons with disabilities without a vehicle identification card issued by the State of New Jersey to a person with a disability (“PWD permit”). 

Fines for such violations will be issued by the University or University Police in the amount of $250.00 for each violation and up to 90 days of community service according to N.J.S.A. 39:4-197. PWD Parking permits and plates may be used solely by the person with the qualifying disability, and violations are punishable as defined above.

To be eligible to park in the parking spaces designated for use by persons with disabilities on campus, you must first possess or obtain a State-issued PWD permit and purchase a Montclair State University parking permit. The state-issued license plates or hangtag must also be displayed.

A person with a disability must accompany the vehicle to park in a space designated for persons with a disability. Individuals with disabilities may purchase a parking permit or pay for parking on an hourly basis on the same terms and conditions offered to students, employees, and visitors who are not disabled. Failure to purchase a parking permit or pay a parking fee will result in your vehicle being ticketed.

Anyone that has been issued a state-issued hang tag or license plate through their local municipality/township may park in any accessible parking space in any lot or deck on campus. 

A parking permit or payment using PaybyPhone® is required along with the accessible hang tag/plate. 

MSU Parking Services does not issue accessible parking permits.

• Allows parking in accessible parking spaces or non-reserved spaces on campus without time restrictions in Faculty/Staff Restricted (Orange) surface lots and General Commuter (Yellow) surface lots including CarParc Diem.

Visitors to campus with a State-issued PWD permit who do not possess a university-issued parking permit can park in PWD spaces in the Red Hawk Deck or any non-reserved surface lots by paying applicable parking fees using PaybyPhone®.

Per the applicable State regulations, vehicles displaying state-issued PWD permits that are parked in metered spaces need only pay the maximum allotted time of the meter and then do not need to re-feed the meter for 24 hours. 

The individual with a disability must accompany the vehicle to use accessible parking. Failure to purchase a valid parking permit or pay a fee will result in your vehicle being ticketed.

• Available to employees, students with 30 or more credits, and graduate commuter students.
• To obtain a motorcycle permit, you must purchase it in the Parking Services office.

Valid from July 1 to July 31 of the following year.

• Allows the user to park in an SV space for a maximum of 90 minutes. Additional time may be requested by calling the Parking Office in the Red Hawk Deck on a per-use basis
• All University-owned vehicles are required to park in Service Vehicle Spaces. If one’s personal vehicle is believed to be needed as a service vehicle on campus, the Director, Dean, etc. of that department must verify that need. Departmental vehicles can also be assigned a Service Vehicle permit.

• Allows parking in any Commuter Lot between 6:00am-3:30am and Lot 19 (non-metered spaces) from 5:30am-7:30am and 4:00pm-3:30am Monday-Friday. And all day Saturday and Sunday.
• Alumni ID is required to obtain this permit.
• Must not be registered for any class in the current semester.
• Permit is valid until the end of the current semester.

Valid September 1 – August 31.

• Faculty members who have attained the rank of emeritus are eligible for the same parking privileges as full-time faculty and staff. Please reach out to Parking Services at parking@montclair.edu to confirm your Emeritus parking permit.

Valid September 1 – August 31.

• Provide access to reserved spaces for specific University needs and are issued to departments or University Administrators as approved by the Director’s Office of Parking Services. Reserved Parking Permits are priced at a premium and are to be renewed annually.

Valid from July 1 to July 31 of the following year.

• Provides access to General (yellow) Commuter Surface lots (including CarParc Diem), Faculty/Staff (orange) Restricted lots, Service Vehicle (brown) lots, and the Red Hawk Deck. This permit does not allow access to reserved spaces designated to campus partners or Loading/Unloading designated spaces for more than 15 minutes.
• Service Vehicle spaces are also available, limited to 90 minutes.

By obtaining a parking permit, the permit holder agrees to become familiar with and abide by this document. This document is subject to updates throughout the academic year.

Unless a vehicle is using a short-term parking option, individuals are required to have a parking permit for any vehicle that they park on campus. Failure to purchase a valid parking permit or pay a fee will result in your vehicle being ticketed, booted, or towed at the owner’s expense. A vehicle, for the definition of requiring a permit,  is required to be registered with the Motor Vehicle Commission.

A vehicle is to be registered to a valid permit for an individual’s use. Registering a vehicle for another’s personal use through false information is considered fraud. Permit account holders may not register another student or employee vehicle. Penalty for all parties involved includes a $150 fine for each person, plus the cost of a boot and/or tow.

Permit holders are allowed to park only one vehicle in lots designated by the permit they were issued on campus. A permit does not assure a parking space at any given time or location. Parking lots or parking garages are subject to closure for special events, weather conditions, or construction without additional compensation. 

The inability to find a legal parking spot does not excuse illegal parking.

To ensure compliance with Montclair State University parking regulations, all vehicles must be parked with a license plate clearly facing the drive aisle for enforcement scanning.

Per New Jersey Title 39:3-33:

• Vehicles issued two license plates (front and rear) must display both plates as required by law.
• Vehicles issued only one license plate must display it on the rear and must be parked with the rear plate facing the drive aisle.

Please Note: 29 U.S. states and Washington, D.C. require two license plates, while 21 states require only one. Ensuring your plate is visible helps maintain fair and efficient parking enforcement across campus.

Students, Faculty, and Staff will register their vehicles online with the correct license plate information when they purchase a parking permit at any time throughout the year. Permit holders may link their vehicles to one permit, but only one vehicle is allowed on campus at any given time. Permit holders must update all vehicle information online or by emailing Parking Services to ensure proper enforcement.

Students and employees will not be permitted to register for parking until all outstanding fines are paid in full.

A virtual permit is attached to a vehicle by the vehicle’s license plate number and must be renewed at the beginning of every academic year. Unless you are obtaining a permit for the NJ Transit Deck, parking permits are virtual; as such there is no decal or hangtag to display.

The height restriction for Red Hawk Deck (RHD) is 7’2 and Car Parc Diem (CPD) is 7’4.

Must be reported to Parking Services. The vehicle must be removed as soon as possible and not longer than 24 hours. Permission must be obtained from Parking Services for periods longer than 24 hours. 

Damaged or inoperable vehicles may not be stored on university property and will be subject to towing at the owner’s expense. Vehicles that are a safety hazard or obstruct the flow of traffic will be towed immediately at the owner’s expense.

The CarParc Diem is located on Yogi Berra Drive across from the Dinallo Heights Residence Hall.

Commuter students may utilize the CarParc Diem Parking Garage with their assigned (virtual) commuter permit. The facility will be enforced 24 hours a day to ensure the parking privileges of all permit holders.

Red Hawk Deck permits are available to contract employees, faculty, staff, resident students -- Available to residents of Freeman Hall and Russ Hall ONLY--, and commuter students with more than 60 credits. 

This permit entitles the holder to parking privileges in the garage at all times when the garage is open for public use. The permit does not provide a reserved parking space; however, sufficient parking spaces will be made available to accommodate the number of annual permits that are sold.

With the purchase of an annual permit, customers will register their vehicle’s license plate numbers through their online parking account, associating it with their valid permit.

The New Jersey Transit parking garage is located on Clove Road across the street from the Village Apartments at Little Falls and is owned and operated by NJ Transit.  Parking permits for this facility can be purchased directly from the current NJ Transit operator. These parking permits are not valid on MSU-owned parking lots and decks. 

Daily parking options must be used as an alternative if parking on campus.

The New Jersey Transit Parking Garage is open 24 hours a day from September through May. From June through August, this facility is closed on weekends, but is in operation 30 minutes before the first train Monday morning, until 30 minutes after the last train Friday night/Saturday morning.

Montclair University students, faculty, staff, and guests are able to charge their electric vehicles on campus at EV charging stations located in the Red Hawk Deck 1st floor and CarParc Diem Deck 3rd floor.

The cost of charging a vehicle will be $0.25 per hour and vehicles should only be charged in an EV space for up to four (4) consecutive hours. After four (4) hours, you must move your vehicle to a non-EV space, so others may gain access to the station. If your vehicle remains charging longer than four (4) hours, the cost of charging will increase to $2 per hour.

Weekends: 4:00 PM Friday – 11:59 PM Sunday

• Montclair State University community members with the appropriate University parking permit may access the EV stations as they would their normal parking.
  • Community members and guests without University parking permits may pay the posted rate at the Red Hawk Deck or use PaybyPhone® in the CarParc Diem Deck to gain access to the charging stations, provided they have a registered ChargePoint account.
  • The vehicle must be actively charging when parked in a charging space.
  • There is a four (4) hour time limit for all users.
  • Parked vehicles that exceed the posted time limit and/or are not actively charging will be issued citations.

How To Use These Charging Stations

1. Before using a ChargePoint station, you must download the ChargePoint app and create an account. In order to do this, you will need to log in to your personal ChargePoint driver account and provide your credit card details.
2. Make sure to turn off your EV and open your charge port lid and cap before charging. There should be a button or release for the charge port lid in your EV, as for a fuel door.
3. Tap your phone (with the app signed in to your account) or ChargePoint card on the station to unlock the charging connector; or, tap the orange “Start Charge” button on the station info page in the app.
4. Unlock the plug from the holster, remove the charging connector and plug it into your EV.
5. For fast charging, press the blue button.
6. Check your EV to make sure it’s charging (there are often indicator lights on the dashboard).
7. You will receive an update when your car is done charging. When you get back to your EV, tap your phone or card (if fast charging, push the blue button) to end your session. The station will show you how much your charge cost and you will be sent a receipt.
8. Don’t forget to unplug the connector and put it back in the holster. The station will display the duration and cost of your charging session

Parking permit refunds are prorated by month and no refunds will be issued 30 days prior to the permit expiration date.  All outstanding parking fines must be paid in full before a refund is issued. Refunds are not automatic and will require you to submit a Refund Request Form.  

Retroactive credit will not be granted if the permit holder fails to submit a refund form in advance.

Refunds are processed by check and may take 4 to 6 weeks for receipt in the mail.

All refunds are charged a $15 administrative fee.

Any student with an extenuating circumstance may request a parking exception to acquire a permit that their status would normally not allow them to obtain. To request an exception, complete the parking exception request form. 

Please note that work purposes are not a valid exception request.

The submission of a request does not guarantee that a permit will be issued and is subject to availability.

Citations can be appealed online within 21 days of the date the citation was issued. After 21 days, the right to appeal is forfeited and the registered owner of the vehicle will be held responsible for all fines. Appeals made via email will not be accepted.

After your appeal is reviewed, you will receive an email or letter via USPS notifying you of the decision that was made on behalf of your appeal.

Parking Services makes every effort to provide fair and consistent enforcement of the parking rules and regulations for everyone’s benefit. Citations will be upheld if any of the following reasons are the basis for the appeal:

• “I did not see the sign.”
• “I was late.”
• “I could not find another parking space.”
• “There was no sign saying I could not park there.”
• “I was only parking there for a few minutes.”
• “I always parked there and never got a citation before.”
• “Other cars were parked there too.”
• “I did not read the regulations.”

• A 24-hour courtesy email notice of citation if the record is on file
• A 10 and 45-day courtesy notice of citation mailed to address on file this includes individuals with no records on file
• Holds placed on their student accounts after 14 days

Payment can be made online, with a credit card; in the office, with cash, credit card, or Red Hawk Dollars; or by mail with a check. Unless payment is being made with Red Hawk Dollars an additional fee may be added if done in the office.

A late fee will be added to each citation when payment has not been made within 22 days from the date of the violation, and an additional late fee will be added after 55 days from the date of the violation. Failure to respond to a citation within ninety 90 days of the citation’s date of issuance may have the citation sent to a third-party collections agency. If this occurs, additional collection agency fees may be added.

Additionally, failure to respond to a parking citation may result in the following:

• Montclair State University Students – A hold will be placed on a student’s account, preventing a student from registering for classes, gaining access to transcripts, or graduating, etc., if citations remain unpaid.
• Montclair State University Faculty and Staff – Access to parking for the following year will be denied until citations are paid.

A vehicle may be immobilized (“booted”) for any of the following reasons:

Vehicle Eligible for Towing: The vehicle is in violation of a condition that makes it eligible for towing.
Outstanding Parking Citations: The customer has outstanding parking citations totaling more than $150.00.

Persistent Violator: The vehicle or parking account has accumulated six (6) or more paid or unpaid parking citations during a permit year. After the fifth citation, any vehicle associated with the account may be towed for each subsequent violation.

Parking in a Reserved Space: The vehicle is parked in a space designated or reserved for a specific individual, department, permit type, event, or other authorized use without proper authorization.

An immobilization device may not be removed until all outstanding requirements and applicable payments have been satisfied. Unauthorized removal, tampering with, or damage to an immobilization device may result in additional enforcement action and/or charges.

A vehicle may be towed for the following reasons:

• Immobilized (“booted”) for more than 24 hours.
• Parking in a designated Person’s with a Disability space without the appropriate placard or license plate.
• Parking in a non-parking area as designated by Parking Services.
• Parking in a manner that fails to comply with Campus-Wide Parking Notifications (e.g.. Operation Snow Clear or special events).
• Vehicles where we are unable to apply the booting device securely or due to vehicle modifications where the vehicle may be damaged during the application of the device.
• Vehicle parked in areas where “Tow-Away Zone” signs are posted

Any vehicle in the process of being towed, but not yet removed from campus may be subject to a road charge fee by the tow company. All towing and storage charges must be paid directly to the tow company by the owner of the vehicle. All tow fees are set by the tow company. Vehicle owners will be requested to pay all outstanding account balances at the Parking Services office prior to their vehicle being released from the company.

• The University reserves the right to revoke the parking privilege of anyone who continually violates the University Parking Regulations.
• The speed limit in University lots and parking garages is restricted to 5 miles per hour. Persons exceeding the posted speed limits may result in the loss of parking privileges.
• There is no parking, standing, or stopping on any roadways on campus. Stopping, standing, or idling for the purposes of picking up or discharging passengers, or loading and unloading is prohibited on all roadways and in areas that block access to driveways, sidewalks, stairs, delivery areas, bicycle lanes, pedestrian lanes, loading zones, parking stalls, curb cuts for the disabled, fire lanes, or entrances and exits to parking lots. There is no parking, stopping, standing, or idling permitted within the campus core, which has been designated a pedestrian area only for safety purposes.

Montclair State University service vehicles and delivery vehicles may park in loading zones for up to 30 minutes. Any persons who feel they must park in a loading zone for a specific reason must get clearance from Parking Services. Otherwise, the individual is subject to citation. Permission will not be granted, or will be rescinded, if the motor vehicle is parked in a manner which obstructs a fire lane, impedes vehicular or pedestrian traffic, or is parked in any other unsafe manner.

All surface lots will be taken offline and will not be available for parking to accommodate snow removal. Resident Students will receive notification and instructions pertaining to Operation Snow Clear via email from the Office of Residential Education. Commuter Students, Faculty, and Staff will receive notification from University Administration with instructions on where to park during inclement weather or snow removal operations. 

Please note: the top levels of both the Red Hawk Deck and CarParc Diem may be subject to closures for snow and ice removal.

Vehicles that remain in surface parking lots while Operation Snow Clear is in effect are subject to citation and towing at the owner’s expense.

In 1994, the Legislature adopted a law that created a Board of Trustees for each state college and delegated to it the authority to supervise and govern the college or university. One of the specific powers delegated to the Board is to determine policies for the administration of the university and promulgate rules, regulations and orders necessary for the operation of the university. See, N.J.S.A. 18A:64-6.c and m. Consistent with those powers, Montclair State University’s Board authorized the adoption of parking regulations in 1978, and revisions thereto in 1981 and 1984, that govern the regulation of parking on campus including the issuance of citations and the collection of fines.

Parking Services’ primary jurisdiction is the enforcement of these parking regulations in and on the parking lots, garages, and campus core of Montclair State University – as well as off-site properties and facilities rented or owned by the University. In addition, Parking Services has concurrent responsibility with the University Police Department for the on-campus streets and walkways. These parking regulations are enforced 24 hours a day, 365 days a year and only Parking Services may exempt any aspect of these parking regulations.

Montclair State University (MSU) Parking Services utilizes LPR hardware and software for parking and access control. LPR data is collected by fixed cameras at Montclair State University parking garages, streets and parking lots, and other areas within the campus. Additionally, MSU Parking Services utilizes mobile vehicle‐mounted systems which are driven by trained personnel in parking locations throughout the university.
