University Personnel Policies and Procedures
University Personnel Policies and Procedures are developed and implemented systemwide to provide guidance and safeguard the campus community. A clear understanding of policy and procedures by University personnel helps to preserve best practices and advance the mission of Montclair State University.
Collectively Negotiated Agreements
Personnel whose titles are exclusively represented by a bargaining unit (union), are subject to the terms and conditions set forth in a collectively negotiated agreement. In addition to the CNA, those employees may also be subject to locally negotiated procedures as well as any successor memorandum of agreement.
- The New Jersey Employer-Employee Relations Act governs the enforcement of the rights and duties of the employer and employees as well as sets the scope of negotiations between the parties.
- The Public Employment Relations Commission (PERC) administers the New Jersey Employer-Employee Relations Act and oversees the collective bargaining process and administration. PERC is the judiciary body that adjudicates employer-employee claims.
